3-D disaster map from AusAID to lift Mayor Lani’s Disaster Risk Reduction efforts in Taguig


Taguig Mayor Lani Cayetano is pleased for selecting the city as pilot testing site for the high-resolution, geo-hazard map given to the Philippines by the Australian government under the extensive disaster risk reduction assistance program known as BRACE.

Mayor Cayetano underscored the great aid the local government stands to receive from the technology, which uses Light Detection and Ranging (LIDAR) in order to get a three- dimensional (3-D) model of any given location.

“The application of this technology in creating a geo-hazard map will be a challenge among us decision-makers of the city government particularly during instances of typhoons, flooding, landslides, tornadoes and earthquakes. With this, we will be able to determine which areas in Taguig are in peril,” Mayor Cayetano said.

Ronald Galicia, officer-in-charge of Taguig Disaster Risk Reduction and Management Office (DRRMO), said the acquisition of the LIDAR technology is a “welcome development” for the city government.

“This technology arrived just in time to address the changes in the environment that we are witnessing. We need this to respond to the challenges of climate change,” Galicia explained.

Australian Aid (AusAID) chose Taguig as pilot testing site for the LIDAR technology since the city is on the path to development.

Andrew Egan of AusAID vowed to cooperate with the city government of Taguig in improving land use planning right after they get data from the high-resolution maps.

Lawyer Darwin Icay, Mayor Cayetano’s spokesperson, underscored the technology’s value in helping the city government of Taguig prepare for disasters.

“Typhoon Ondoy taught us all a neat lesson. With this in mind, the Cayetano administration has set in motion steps that will help us respond during times of tragedy. The ability to create a sophisticated geo-hazard goes hand-in-hand with our planned 24/7 health centers, the modernization of the local bureau of fire protection, the Geographic Information System and even the Taguig City Integrated Survey System (TCISS),” concluded Icay.

Itinuturing ni Taguig City Mayor Lani Cayetano na isang magandang balita ang pagkakapili sa lungsod para sa pilot test ng high-resolution geo-hazard map na ipinagkaloob ng pamahalaan ng Australia sa Pilipinas sa pamamagitan ng mas malawak na disaster risk reduction assistance program na kung tawagin ay BRACE Program.

Sinabi ni Mayor Cayetano na makatutulong ng malaki sa disaster risk reduction efforts ng lokal na pamahalaan ng Taguig ang teknolohiyang ito na gumagamit ng laser beams na kung tawagin ay Light Detection and Ranging (LIDAR) para makakuha ng three-dimensional (3-D) model ng isang lugar.

“Magsisilbing malaking hamon para sa pamahalaang lungsod kung paano gagamitin ng mga katulad naming decision-maker ang teknolohiyang ito para makabuo ng isang sophisticated geo-hazard map na magagamit sa paghahanda sa mga darating na unos tulad ng bagyo, baha, pagguho ng lupa, pagtama ng ipo-ipo at paglindol. Sa pamamagitan nito ay malalaman natin kung anu-anong lugar sa Taguig ang may mga nakaambang panganib,” giit ni Mayor Cayetano.

Para naman kay Ronald Galicia, officer-in-charge ng Taguig Disaster Risk Reduction and Management Office (DRRMO), ang LIDAR technology ay isang welcome development para sa pamahalaang lungsod.

“Tamang-tama ang pagdating ng teknolohiyang ito sa mga pagbabagong nagaganap sa ating kapaligiran. Kailangang-kailangan natin ito ngayon para makatugon sa mga pagbabagong dulot ng climate change,” pahayag ni Galicia.

Napili ng Australian Aid (AusAID) ang Taguig para sa pilot testing ng LIDAR technology dahil pasibol pa lamang ang development sa lungsod.

Ayon kay Andrew Egan ng AusAId, makikipagtulungan sila sa Pamahalaang Lungsod ng Taguig para mapagbuti nito ang land use planning sa sandaling makakuha na sila ng mga datos mula sa high-resolution maps.

Iginiit naman ni Atty. Darwin Icay, tagapagsalita ni Mayor Cayetano na tunay na malaki ang maitutulong nito sa hangarin ng pamahalaang lungsod na ihanda ang Taguig sa mga unos katulad ng Bagyong Ondoy.

“May iniwang aral sa atin ang epekto ng Bagyong Ondoy. Dahil dito ay may mga nai-punla nang hakbangin ang Cayetano administration para makatugon sa isang trahedya. Ang pagkakaroon ng sophisticated geo-hazard map ay akmang-akma sa ikinakasang 24/7 health centers, ang planong pagmu-modernisa ng lokal na pamatay-sunog, ang Geographic Information System at maging ang Taguig City Integrated Survey System (TCISS),” pagtatapos ni Atty.
