Taguig City tops fight vs. red tape


Clients say “EXCELLENT”

Taguig City ranked first among 46 first class cities in a recent survey conducted by the Civil Service Commission (CSC) to determine their compliance with anti-red tape measures.

 

Taguig City scored a final numerical rating of 92.31 percent in its Anti-Red Tape (ARTA) Report Card , with a descriptive final rating of “Excellent” attesting to the overall satisfaction of its clients and stakeholders. The score obtained by Taguig is an improvement of its performance rating for 2013 in which it obtained a score of  90.11 percent in similar exercise done by the CSC, and a validation of the  Blue Certification award granted by the Ombudsman in December 2014.

 

The survey was conducted by the CSC during the period of August 11 to 13, 2015, and released this January 2016 after a thorough evaluation.

 

An elated Mayor Lani Cayetano said that her city’s consistent performance in its anti-red tape program is a testament to the innovations introduced by her administration designed to provide the city’s clients with fast and efficient service.

 

“We will not stop at this achievement, but we will continue to strive to give better services to our people and our stakeholders. We will continue the excellent services we have been providing to the public,” Mayor Lani said.

 

A particular aspect of the excellent service that the Taguig City government has been providing to the public  is the implementation of the highly-successful Business One-Stop Shop (BOSS) program. Every January, the city government rolls out this program which adopts simplified business registration and business renewal procedures that have gotten positive reviews and feedback from businessmen.

 

The latest CSC Report Card reflects the result of the survey covering the areas of a city’s compliance with ARTA provisions that include  the anti-fixer campaign, ID or name plates of employees, no hidden costs, no lunch break, frontline service provider, quality of service, and basic facilities.

 

The survey involved the conduct of unannounced inspection of Taguig City government offices by unidentified survey teams and  interviews with clients and stakeholders present within the premises who avail of the city government’s services. These services include new registration or renewal of business permit, application for mayor’s permit , locational clearance, building permits , and  clearances for local employment.

 

The survey was able to examine the city government’s compliance with the ARTA provisions and the overall satisfaction of its clients. The 92.31 percent overall rating consisted of passing grades in all the areas in the CSC questionnaire. A perfect rating of 100 percent was obtained in the areas of ID or nameplates, no hidden costs, no lunch break policy, and public assistance and complaint. In the areas of Anti-Fixer campaign and citizen’s charter , Taguig garnered 98.86 percent and 85.90 percent scores, respectively.

 

For overall client satisfaction, Taguig obtained a rating of 90.30 percent. The highest rating was on frontline service provider at 94.43 percent, followed by physical setup or layout at 93.97 percent. Basic facilities got a score of 93.10 percent, quality of service at 89.90 percent and client satisfaction at 84.62 percent.

 

Of the 46 first-class cities covered by the survey,  11 percent obtained an Excellent rating, 78 percent secured  Good rating, 9 percent had  Acceptable score and  2 percent got a Failed rating.  ###

Lungsod ng Taguig nanguna sa paglaban kontra red tape

 

Nakuha ng Pamahalaang Lungsod ng Taguig ang pinakamataas na rating sa survey ng Civil Service Commission sa paglaban sa Red Tape ng 46 na mayayamang lungsod sa bansa.

 

Batay sa Anti-Red Tape (ARTA) Report Card, nakakuha ang Taguig City government ng 92.31 percent na rating na ang  katumbas ay “Excellent” na rating. Ang gradong nakamit ng lungsod ay pagpapatunay na kontento at nasisiyahan ang mga kliyente ng lungsod sa  serbisyong ibinibigay nito. Ang rating ngayon ng lungsod sa pagtalima sa Anti-Red Tape measures ay mas mataas kumpara noong 2013 kung saan nakakuha ito ng 90.11 porsyentong grado. Ang 2013 rating ay pagpapatibay din sa Blue Certification award na ipinagkaloob ng Ombudsman sa lungsod noong Disyembre 2014.

 

Ang survey na isinagawa ng CSC noong Agosto 11 hanggang 13, 2015 ay isinapubliko nito lamang buwan ng Enero matapos ang masusing pag-aaral.

 

Kaugnay nito ay nagpahayag ng kasiyahan si  Mayor Lani Cayetano sa pagkilalang natanggap mula sa CSC.

 

Ayon sa lady mayor, ang matataas na gradong naitala ng lungsod sa Anti-Red Tape Report Card ay bunga ng mga ipinatupad na pagbabago na nakatuon sa pagkakaroon ng mabilis at episyenteng serbisyo.

 

“Hindi po kami hihinto sa pagkakaloob ng mahusay na serbisyo publiko. Asahan po ninyo na patuloy naming pagbubutihin ang mga serbisyo na aming ibinibigay,” sabi ni Mayor Lani.

 

Isa sa ipinagmamalaki ng pamahalaang lungsod ay ang pagbibigay ng de-kalidad na serbisyo at programa  tulad ng Business One-Stop Shop o BOSS program. Tuwing sumasapit ang buwan ng Enero, ipinatutupad ang BOSS program kung saan pinabilis at pinaikli  ang mga proseso sa pagpaparehistro ng negosyo at pagre-renew ng business permit.
Ang mataas ng grado ng Taguig sa CSC report card ay sumasalamin sa pagtalima ng pamahalaang lungsod sa paglaban sa red tape,  kabilang ang Anti-Fixer campaign, pagsusuot ng ID o nameplate ng mga empleyado, no hidden cost, no lunch break policy, frontline service provider, kalidad ng serbisyo,  at ang pagkakaroon ng pangunahing mga pasilidad.

 

Kinuha ng CSC ang mga datos sa pamamagitan ng biglaang pag-inspeksyon sa mga tanggapan ng lokal na pamahalaan ng kanilang survey teams. Doon, nagsagawa ang survey teams ng mga interview sa mga kliyente ng pamahalaang lungsod na kumukuha ng iba’t ibang serbisyo tulad ng registration ng negosyo at pagpapa-renew ng business permit; pagkuha ng Mayor’s permit; pagkuha ng locational clearance; building permit, at iba’t ibang mga clearance na kailangan ng mga magta-trabaho.

 

Nasukat sa survey ang pagtalima ng mga lokal na pamahalaan sa ARTA provisions gayundin ang overall satisfaction ng mga kliyente. Ang 92.31% na grado ay binubuo ng mga pasadong marka sa lahat ng katanungang ibinigay ng CSC. Batay sa report card, nakakuha ang Taguig City Government  ng 100 porsyento sa pagsusuot ng  ID o nameplate, no hidden cost, no lunch break  policy, at public assistance and complaint. Samantala, nakakuha ng 98.86 porsyento ang lungsod sa Anti-Fixer campaign at 85.90 porsyento naman sa citizen’s charter.

 

Nakakuha ng 90.30 porsyentong grado ang lungsod sa overall client satisfaction, 94.43 porsyento naman sa frontline service provider, at  93.97 porsyento sa physical setup o layout. Naitala rin ang gradong 93.10 porsyento sa pasilidad ng lungsod, 89.90 porsyento sa de-kalidad na serbisyo, at 84.62 naman sa client satisfaction.

 

Sa 46 na lungsod kung saan ginawa ang suvey,  11 porsyento lamang nito ang nagkaroon ng “Excellent” na grado, 78 porsyento ang nakakuha ng “Good,” siyam na porsyento ang may “Acceptable”, at dalawang porsiyento ang nakakuha ng “Failed” o bagsak na grado. ###
