REFORMS ARE WORKING: TAGUIG CITED BY DILG AMONG TOP PERFORMING LGUS
TAGUIG CITY Mayor Lani Cayetano thanked GOD, her constituents the people of Taguig and her partner in instituting reforms the City Council For receiving another honor by being cited by the Department of Interior and Local Government as among the top performing local government units for 2010 in the latest Local Governance Performance Management Systems (LGPMS).
The City is among the top 10 performing cities in the highly urbanized cities category, which assesses LGUs on administrative, social, economic, and environmental governance, and on fundamentals of good governance which include transparency, participation and financial accountability
The other top performing cities in the highly urbanized cities category are Valenzuela, San Juan, Puerto Princesa, Angeles, Davao, Naga, Zamboanga, Iligan and Cebu.
Mayor Cayetano felt very much elated with this recent development as her administration’s effort to render all the public services due to the Taguiguenos were commensurate to the P3.8 billion budget of the City government for 2011 which focuses on social services enhancement like education, health care, peace and order etc.
“Our budget allocation for social services was increased to P900-million in order for the city government to fully implement programs that would benefit the Taguig residents like the Taguig City Integrated Survey System (TCISS) and the Taguig Tracking Device System (TTDS), Free College education, 100 Million Pesos in Scholarships, Upgrading of the City”s University and Hospitals” stated Mayor Cayetano.
Reforms were and are being instituted to remove corruption and close opportunities for graft. War on wastage was also initiated. 100 Million was removed from the former administrations Integrated Environmental Protection (Garbage Hauling Budget) and reallocated for Scholarships. Permits and licenses process made transparent through an electronic tracking system not only got rid of graft but encouraged businesses to move to Taguig.
Meanwhile, Atty. Darwin Icay, the Mayor’s spokesperson, enumerated the various programs initiated by the Cayetano Administration, which are geared towards the improvement of providing the basic services to the city residents and the people making business in the city or the investors as well.
“TCISS has been operational and through this survey system, the city government was able to extend all the necessary help and assistance to the different sectors of Taguig, like for instance the medicines. Our city became business-friendly via the One-Stop Shop Business Registration and Permit Renewal Program. More importantly, the Cayetano administration implemented a system that would eliminate corruption in any transaction or business dealings with the city government through the TTDS. This transaction tracking system was designed to get rid of red tape,” explained Atty Icay.
Just recently, Mayor Lani received the “Best Among the Best Practices Program Award” from the Philippine National Police (PNP) for being a staunch supporter of PNP in its anti-crime campaigns. Also, under her anti corrupt administration Taguig was adjudged the best city for business in Metro Manila by Doing Business in the Philippines 2011, an international study conducted by International Finance Corporation (IFC), World Bank (WB) and Asian Institute of Management Policy Center (APC) that assessed business regulations of 25 local government units (LGUs) in the county.

NAGPAPASALAMAT si Mayor Lani Cayetano sa DIYOS, sa mga Taguigueno at sa katuwang niya sa Reporma sa Lungsod andg City Council, sa karangalan ginawad ng Department of Interior and Local Government (DILG) sa pagkakasama ng Taguig city Government sa Top 30 provinces and cities bilang Top Performing Local Government Units (LGU) for 2010 taunang Local Governance Performance Management System (LGPMS).
Ang Taguig ay kabilang top 10 performing cities in the highly urbanized and independent component cities category na inaalam ang kakayahan ng bawat lokal na pamahalaan sa aspetong pang administratibo, pang-sosyal, pang-ekonomiya, pangangalaga sa kapaligiran, at maging sa mahahalagang katangian ng pamamahala tulad ng transparency, participation at financial accountability.
Kasama ng Taguig sa top ten ang mga lunsod ng Valenzuela, San Juan, Puerto Princesa, Angeles, Davao, Naga, Zamboanga, Iligan, at Cebu.
Lubos ang kasiyahan ni Mayor Cayetano dahil hindi nasayang ang pagsisikap ng kanyang administrasyon na ipaabot ang mga serbisyong nararapat sa mga Taguiguenos sa pamamagitan ng P3.8 bilyon budget ngayong 2011 na nakasentro sa pagpapabuti ng social services tulad ng edukasyon, health care at peace and order.
“Ito ang dahilan kung bakit ang budget allocation natin sa social services ay itinaas ng halos P900 milyon kasabay nang pagpapatupad sa iba’t ibang programa tulad ng Taguig City Integrated Survey System (TCISS) at ng Taguig Tracking Device System (TTDS),” pahayag ni Mayor Cayetano.”Noong maipasa ang budget ng pamahalaang lungsod, ang aking layunin ay kung paano maipararamdam ang mga serbisyong nararapat mapunta sa mga Taguigueno,” dagdag pa niya.

Kaugnay nito, inisa-isa ni Atty. Darwin Icay, tagapagsalita ni Mayor Cayetano ang iba’t ibang programang inumpisahan ng Cayetano Administration na naglalayong mapabuti lalo ang pagse-serbisyo sa mga residente at maging sa mga nagne-negosyo sa lungsod.
“Gumagana na ang TCISS. Sa pamamagitan ng survey system na ito ay nagagawa ng city government na ipaabot ang kinakailangang tulong sa mga nangangailangang sektor ng lungsod tulad ng gamot. Ginawa po nating mas business-friendly ang lungsod sa pamamagitan ng One-Stop Shop Business Registration and Permit Renewal Program. At gumawa rin tayo ng mga hakbangin upang mawala ang lagayan sa mga transaksiyon sa city hall sa pamamagitan ng TTDS. Idinesenyo ang transaction tracking system sa layuning mawala na ang red tape,” paliwanag ni Atty. Icay.
Kamakailan lamang ay pinagkalooban ng Philippine National Police (PNP) ng Best Among the Best Practices Program Award si Mayor Cayetano dahil sa natatanging suportang ipinagkaloob nito sa PNP para mapabuti ang paglaban sa kriminalidad. Sa ilalim din ng pamunuan ng batang alkalde ay nahirang ang Taguig bilang pangunahing lungsod sa Kalakhang Maynila para sa pagne-negosyo ng Doing Business in the Philippines 2011, isang pag-aaral na ginawa ng International Finance Corporation (IFC), World Bank (WB), at Asian Institute of Management Policy Center (AIMPC) na sumukat sa mga patakarang pang-negosyo ng 25 local government unit sa bansa.
