Taguig City bags award for HR excellence


For its consistency in meeting the city employees’ needs, the Human Resources Management Office (HRMO) of Taguig City was recently given recognition by the Civil Service Commission (CSC).

 

The department received a certificate for reaching Maturity Level 2 in two Human Resource (HR) systems — Performance Management and Rewards and Recognition — under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).

 

The awarding ceremony was held at Novotel, Araneta Center, Quezon City on March 8.

 

Several agencies participated and were evaluated by CSC but only 66 qualified for the award. Of the 17 local government units in Metro Manila, only Taguig and Manila received the recognition. Taguig joined the likes of the Office of the President, Senate, Armed Forces of the Philippines and Bangko Sentral ng Pilipinas which also received the Maturity Level 2 award.

 

City Personnel Officer Jeanette Clemente explained that the recognition means that the city government managed to comply with all the requirements mandated by the CSC under the said systems. “This validates that the programs we implemented are beneficial and truly cater to the needs of our employees,” she added.

 

Taguig City was given the award for the programs it laid down such as “Parangal sa mga Natatanging Lingkod Bayan” recognizing outstanding employees, and the “Salamat, Paalam” program which gives honor to retiring employees. The first is in the Performance Management category, and the second, in the Rewards and Recognition category.

 

Clemente also disclosed that the HRMO is now currently aiming for the other two systems — Recruitment, Selection, and Placement, and Learning and Development — to reach the Maturity Level 2.

 

“We’re trying our best to continue developing our existing programs and try creating new ones which will not only focus on our employees’ excellence but will also improve their personalities, skills and professionalism,” the City Personnel Officer added.

 

Beginning 2015, Clemente said that the CSC has started assessing the readiness of LGUs and other agencies with regards to the PRIME-HRM. She added that her department hopes to complete all needed requirements so the city can be evaluated for the two other systems in November 2017 with the awarding scheduled for next year.

 

There are four levels of maturity that LGUs and government agencies need to reach when it comes to the PRIME-HRM. “The end goal of the CSC is to professionalize and institutionalize the systems of the Civil Service and HRMs so it really focuses on the readiness and excellence of human resource.”

 

Clemente noted that being given such recognition was a big accomplishment not only for the HR unit, but also for the city government.

 

She said that being acknowledged by other agencies because of the city government’s ability to provide excellent public service is a great milestone for Taguig.

 

However, Clemente highlighted that receiving the award is only a bonus for the city. “The fulfillment of Taguig is really on producing competent employees, whom the city takes pride in, and providing the best services to the residents.”

PARA sa walang patid nitong pagtugon sa mga pangangailangan ng mga kawani ng lungsod, binigyang parangal at pagkilala ang Human Resources Management Office (HRMO) ng Taguig City ng Civil Service Commission (CSC).

 

Tumanggap ng sertipiko ang departamento dahil naabot nito ang “Maturity Level 2” sa dalawang Human Resource (HR) systems — Performance Management and Rewards and Recognition — sa ilalim ng Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).

Maraming ahensya ang lumahok at sumailalim sa ebalwasyon ng CSC ngunit 66 lamang ang naging kuwalipikado sa award. Sa 17 local government units sa Metro Manila, tanging ang Taguig at Manila lamang ang tumanggap ng recognition. Napasama pa ang Taguig  sa mga katulad ng Office of the President, Senate, Armed Forces of the Philippines at Bangko Sentral ng Pilipinas na tumanggap din ng Maturity Level 2 award.

Binigyan ng award ang Taguig City para sa mga programang nailatag nito gaya ng “Parangal sa mga Natatanging Lingkod Bayan” na isang pagkilala sa mga outstanding employees, at ang  “Salamat, Paalam” program na nagbibigay parangal naman sa mga nagreretirong kawani. Ang una ay sa  Performance Management category, at ang pangalawa ay sa Rewards and Recognition category.

Simula 2015, sinabi ni Clemente, na inumpisahan ng CSC ang pag – assess sa kahandaan ng LGUs at iba pang ahensyang may kinalaman sa PRIME-HRM. Dagdag pa niya, umaasa ang kanyang department na makukumpleto ang mga kailangang requirements nang sa gayon ay ma-evaluate ang lungsod para sa dalawa pang sistema sa November 2017 kung saan maaari silang maparangalan ulit sa susunod na taon.

Ayon kay Clemente, ang mabigyan ng gayong pagkilala ay isang malaking  accomplishment hindi lang sa HR unit, bagkus para sa city government.

 

Isa aniyang dakilang milestone para sa Taguig ang ma-acknowledge ng ibang ahensya dahil sa abilidad ng city government na magkaloob ng  excellent public service.
