Taguig City brings UMID card registration to its employees
One card for all
Enrollment in government services is oftentimes a hassle, with applicants needing to take a day’s leave from work in order to apply for registration that may take only minutes to accomplish. With this in mind, the local government of Taguig brought to the City Hall, for the benefit of its employees, the enrollment for the Unified Multi-purpose Identification (UMID) card.
Organized by the Human Resource Management Office (HRMO), the offsite registration held from May 8 to 11 saw the enrollment of 908 city employees in the UMID system.
The UMID card serves as a single card for all Social Security System (SSS), Government Service Insurance System (GSIS), Pag-IBIG and Philippine Health Insurance Corporation (Philhealth) members, in compliance with Executive Order No. 420 which requires all government agencies and government-owned and controlled corporations to harmonize their ID systems.
The GSIS offsite UMID Enrollment allowed Taguig City employees to save time and effort. Jeanette Clemente, City Personnel Officer, said they brought the GSIS enrollment in Taguig for the great convenience of its employees.
Clemente explained the employees only need to fill out the GSIS membership form in advance. The information was then encoded by GSIS personnel. The data capture process — picture taking, biometrics, and signing — was also done during the UMID enrollment.
“We also set up stations to help the employees in registering or updating their Tax Identification Number (TIN) which is also a requirement when enrolling for the ID card,” Clemente clarified.
The City Personnel Officer also mentioned the availability of GSIS Kiosks within the city hall where a UMID cardholder would be able to check all his service records, outstanding balance and how much he can possibly loan.
One of the enrollees for the UMID card was Luis Pagkalinawan from the Taguig City Assessor’s Office who remarked that “the process is really fast and convenient.”
The off-site enrollment of the UMID card was open to all casual, contractual and regular employees of the Taguig City government who have not yet registered for it.
In February 2017, about 500 city employees were also able to enroll for Pag-IBIG Loyalty cards through an offsite registration. Clemente said they are planning to do the Pag-IBIG enrollment again because of the positive feedback they received.

Kadalasan kasi malaking pahirap sa mga aplikante ang pag-enrol sa goverrnment services dahil kailangan pang lumiban ng isang araw sa trabaho upang mag-apply sa registration na maaari namang makumpleto sa loob lang ng ilang minuto. Bunsod nito, naisip at napagpasyahan ng pamahalaang lokal na dalhin na lang sa City Hall, para sa kapakanan ng mga empleyado, ang enrollment para sa Unified Multi-purpose Identification (UMID) card.
Sa pangangasiwa ng Human Resource Management Office (HRMO), ang offsite registration ay isinagawa mula May 8 hanggang 11 kung kailan umabot sa 908 city employees ang naipatala sa UMID system.
Ang UMID card ay magsisilbing isang single card para sa lahat ng miyembro ng Social Security System (SSS), Government Service Insurance System (GSIS), Pag-IBIG at Philippine Health Insurance Corporation (PhilHealth), bilang pagtalima sa Executive Order No. 420 na nagre-require sa lahat ng ahensya ng pamahalaan at government-owned and controlled corporations (GOCCs) na i-harmonize ang kanilang ID systems.

Ipinaliwanag ni Clemente na kailangan lang i-fill out ng miyembro ng GSIS ang membership form nang mas maaga. Ang mga GSIS personnel naman ang nag-encode ng impormasyon ng mga empleyado sa kanilang system. Ang data capture process—pagkuha ng litrato, biometrics, at pagpirma –ay isinagawa din sa panahon ng UMID enrollment.

Binanggit din ng City Personnel Officer ang availability ng GSIS Kiosks sa loob ng City Hall kung saan ang isang UMID cardholder ay maaaring i-tsek ang lahat ng kanyang service records, outstanding balance at kung magkano ang posible niyang mai-loan.
Isa sa mga enrollees para sa UMID card ay si Luis Pagkalinawan mula sa Taguig City Assessor’s Office, ang nagsabing “the process is really fast and convenient.”
Bukas sa lahat ng casual, contractual at regular employees ng Taguig City government na hindi pa nakakapagparehistro ang off-site enrollment ng UMID card.
Noong February 2017, umabot sa 500 city employees ang nakapag-enroll din para sa Pag-IBIG Loyalty cards sa pamamagitan rin ng offsite registration. Sinabi ni Clemente na plano nilang ulitin ang Pag-IBIG enrollment dahil sa positibong feedback na kanilang natatanggap. ###
