TAGUIG SETS IN MOTION “OPLAN UNDAS 2012”

The Taguig City government has mobilized police and health personnel as part of its “Oplan Undas 2012”, meant to provide assistance to people expected to flock to the cemeteries in the city during All Saint’s Day.

The move was in accordance with Taguig Mayor Lani Cayetano’s directive to the Taguig Police, Public Order and Security Office (POSO), the Traffic Management Office (TMO), and the City Health Office (CHO) to ensure that all necessary security and safety measures are in place for the observance of All Saints’ Day this year.

“We want to assure our residents, as well as visitors, that our city’s cemeteries are safe, peaceful and orderly in commemoration of All Saints’ Day,” Mayor Lani said.

As part of the Oplan Undas 2012, the Taguig police will put up Police Assistance Centers (PACs) in all of the cemeteries in the city, thereby ensuring police visibility to deter crime and enable faster response in emergency cases.

The Taguig Police has assigned 35 cops to man the assistance centers.

According to Atty. Darwin Icay, spokesperson of Mayor Lani, the police will be deployed to the cemeteries as early as Oct. 30 to provide security for people coming in early to clean the tombs of their loved ones.

There are 12 cemeteries in Taguig but the bulk of the people are expected to converge at the Libingan ng mga Bayani, which normally gets around 230,000 visitors during All Saints’ Day. On the other hand, around 20, 000 visitors are expected at the upscale Heritage Park, where many prominent personalities are buried.

The other cemeteries in the city include the following: Garden of Memories, Tuktukan Catholic Cemetery, Hagonoy Catholic Cemetery, Bagumbayan Cemetery, Romano Cemetery, Iglesia ni Cristo Cemetery, Aglipayan Cemetery, Maharlika Cemetery, Serenity Cemetery and Manila American Cemetery.

Likewise, the CHO would be fielding medical teams, composed of nurses and doctors, as well as ambulances on standby to attend to any emergency medical needs of visitors to the cemeteries.

According to Dr. Isaias Ramos, officer-in-charge of CHO, the medical teams would be in their assigned stations from 7 a.m. to 7 p.m. on November 1.  The medical teams would be assisted by personnel from the POSO and the local Department of Social Welfare and Development (DSWD)

The DSWD would also provide free drinking water stations for visitors to the cemeteries and treat them as well to free kikiam and fishball.

Meanwhile, the TMO was tasked to guarantee a smooth flow of traffic beginning October 30 when vehicular traffic is expected to grow heavy near the cemeteries.

To minimize traffic, vendors are strictly prohibited along Bayani Road, in the vicinity of the Libingan ng mga Bayani and Heritage Park.

Mayor Lani also reminded Taguigenos going to the city’s cemeteries to strictly observe the prohibition against carrying liquor, deadly weapons, illegal drugs and other prohibited items, as well as the playing of loud music.

“The city government of Taguig is doing its best to ensure a solemn occasion so the people could have the opportunity to offer prayers for their departed relatives,” she said.

The liquor ban will be in effect in Taguig from Oct. 31 up to November 2.

Mayor Lani also advised Taguigenos to take necessary precautions to protect their homes and loved ones from criminal elements—like the notorious Akyat Bahay gang—who may try to take advantage of the situation when residents leave their homes to pay respect to their dead relatives.

Nagtalaga ang City Government ng Taguig ng mga police at health personnel bilang bahagi ng “Oplan Undas 2012” na naglalayong magbigay ayuda sa mga taong inaasahang daragsa sa mga sementeryo sa lungsod sa araw ng Undas.

Ang plano ay sang-ayon sa derektiba ni Taguig Mayor Lani Cayetano  sa Taguig Police, Public Order and Security Office (POSO), Traffic Management Office (TMO),  at City Health Office (CHO), na siguruhin ang kaligtasan ng mga tao at kaayusan ng paggunita sa mga namayapa sa panahon ng Undas.

“Gusto lamang nating masiguro na magkakaroon ng matiwasay at maayos na paggunita sa Undas hindi lamang ang mga Taguigeno kundi pati sa mga bisita, na daragsa sa ating mga sementeryo,” ani Mayor Lani.

Bilang bahagi ng Oplan Undas 2012, maglalagay ang Taguig Police ng mga Police Assistance Centers (PACs) sa lahat ng mga sementeryo sa lungsod  para sa dagdag na police visibility upang magdawalang isip na gumawa ng krimen ang mga kawatan at mabilis din ang pagresponde sa sandali ng pangangailangan.

May 35 pulis ang itinalaga ng Taguig Police para tumao sa mga assistance centers.

Ayon kay Atty. Darwin Icay, spokesperson ni Mayor Lani, magsisimula na ang serbisyo ng mga PACs sa mga sementeryo simula Oct. 30 pa lamang upang magbigay proteksyon sa mga maagang darating para maglinis ng puntod ng namayapa nilang mahal sa buhay.

May 12 sementeryo sa Taguig subalit inaasahang ang karamihan ng tao ay pupunta sa Libingan ng mga Bayani kung saan 230,000 indibidwal ang karaniwang dumarating sa panahong ito. Samantala, 20,000 naman inaasahang bibisita sa Heritage Park kung saan maraming sikat na personalidad ang nakalibing.

Kabilang sa iba pang mga sementeryo sa lungsod ang Garden of Memories, Tuktukan Catholic Cemetery, Hagonoy Catholic Cemetery, Bagumbayan Cemetery, Romano Cemetery, Iglesia ni Cristo Cemetery, Aglipayan Cemetery, Maharlika Cemetery, Serenity Cemetery at Manila American Cemetery.

Maglalagay naman ang CHO ng mga medical team, na binubuo ng mga doktor at nurses, at mga ambulansya upang tumugon sa anumang medical emergency ng mga bibisita sa mga sementeryo.

Ayon kay Dr. Isaias Ramos, officer-in-charge ng CHO, ang mga medical team ay pupwesto sa kanilang mga istasyon simula alas 7:00 ng umaga ng November 1 hanggang alas 7:00 ng gabi sa mga sementeryo.

Makakatuwang ng mga medical team ng CHO ang mga tauhan ng POS at ng lokal na Department of Social Welfare and Development (DSWD).

Maglalagay naman ng libreng drinking water station ang DSWD at magbibigay din ng libreng kikiam at fishball para sa mga taong bibisita sa mga sementeryo.

Trabaho naman ng TMO na siguruhing maayos ang daloy ng trapiko simula October 30 pa lamang kung kailan inaasahang mag-uumpisa nang magdatingan ang mga tao sa mga sementeryo.

Ipinagbabawal ang mga vendor sa kahabaan ng Bayani Road, malapit sa Libingan ng mga Bayani at Heritage Park kaugnay pa rin sa mga hakbang upang maiwasan ang matinding trapiko.

Pinaalalahanan din ni Mayor Lani ang mga Taguigeño, lalo na ang mga nagbabalak magtungo sa mga sementeryo sa lungsod na sundin ang mga patakaran  sa pagbabawal sa pagdadala ng alak, patalim at iba pang nakamamatay na armas, iligal na droga, pati na rin ang pagpapatugtog ng malakas.

“Ginagawa ng Pamahalaang Lungsod ng Taguig ang lahat para sa isang mataimtim na okasyon kung saan ay may pagkakataon makapag-alay ng dasal para kani-kanilang yumaong kamag-anak ang mga tao,” wika niya.

Magtatagal ang liquor ban sa Taguig mula ika-31 ng Oktubre hanggang ika-2 ng Nobyembre.

Kasama rin sa paalala ni Mayor Lani sa mga tao na gawin ang tamang pag-iingat sa mga kriminal, tulad ng “Akyat Bahay” Gang, na maaaring magtangkang samantalihin ang pagkakataon habang ang mga residente ay nasa mga sementeryo.
